PDM its called in English, Municipal Director Plan. Design as a component of the Municipality territory plan, it’s a regulator document of the planning and spatial order of any municipal territory in Portugal.
PDM plans are elaborated by City Hall, and must be approved by local assembly.
At the  document there can be found  the definition of territory organization, were is established it’s spatial referrals, uses for the soil and municipally uses, through classes and categories off land, urban connections of several kinds as transports, equipment’s, captions, communications,water treatments and supply.
PDM plan also indicate  rules and social rights (population) of use as weal as construction limitations and landscape harmonization.

This procedure will grant the Local Municipality the permission to build Portinho Resort, and investment project of 70 Millions Euros.
The Government ad already give green light to the project, and now, with the suspension of the plan, the development it’s closer to start it’s constructions phase.

Final project meetings are now being held between the Mayor and Interpatium project and engineering teams, so that all the harmonization to the landscape and public access to beach is guaranteed.

According to the Mayor, the New PDM for the Portinho area will ready at the beginning of 2012, were all the missing bureaucracy will be dispatched. Both the promoter and the Mayor points the second half of 2012 for the start of constructions.
